Revised Proposed Parking Rules 07-13-10

A revised version of the proposed parking rules has been mailed to all homeowners. Please give them a careful look and post any comments here. Thanks!

  2. Just for the record, I was made aware of the HOA's parking policy when I closed on my home, and I have had no problems complying with it. I wish it was uniformly enforced.

    I have a few observations and suggestions on the document that was distributed:

    Get an inventory of cars now. The HOA does not need to wait for a parking policy to be approved to take this step.

    Some explicit mechanism should be specified for exception handling, even if it's just to call Peachtree to arrange for an exception.

    Let all residents have 2 free spots and don't try to enforce the garage policy unless it affects this. If a resident has a 2 car garage, then both those spots are in the garage. If a resident has a 1 car garage, then one car may be parked outside.

    If a resident needs additional parking spaces due to having more than 2 vehicles or an oversize vehicle, then the homeowner should apply for additional spots and the HOA should add a surcharge to their monthly bill. These posts would be limited by availability and should be assigned on a first come first served basis. If multiple spaces are requested, pricing should probably be progressive in order to discourage excessive parking requests.

    Use hang tags rather than stickers please.

    From the comments made about towing, it sounds like the definition of inoperable vehicle needs to be better defined, as I assume that's the provision under which most cars are being towed.

    An exception for car washing on the apron should be specifically mentioned.

    What about service vehicles? It's not always possible for the phone or cable guy to park down by the tennis courts and hoof it back up to Windward with his tools and other items.

  3. Residents remain too lax in their definition of oversized vehicles. Please ensure that a mechanism exists to fine residents who have "oversized" vehicles and continue to use their garage for storage.

    People continue to use that as an excuse not to attempt to park vehicles in their garage. If the garage is kept clear and the vehicle is parked outside, it shows that the resident is complying in good faith (i.e. if they are not allowed to use the space for anything other than a vehicle, then they would naturally try to at least attempt to park a vehicle in that space). This is a very key point that must remain.

  4. With regard to the number of guest passes, may I suggest one guest pass per bedroom? Since the issue has been raised about having signifcant others spend the night, and in the units with a room mate situation and having to choose which room mate's other will use the pass...why would we complicate resale values by imposing one pass per unit? Clearly, people are having multiple guest per unit at times, why not just give each unit one guest pass per bedroom.
    Bottom line is that the parking problem will never be solved to everybodys liking. So lets just do what will effect our resale values the least.

    PS- I would also like to know what Peachtree's commitment to correcting their errors will be. I heard a resident paid several hundred dollars in fines to peachtree and only to prove peachtree was wrong, and then it still took several months for the home owners to get their refund from Peachtree.
