Proposed Parking Rules

Please comment on the proposed parking rules you received by email today.  We look forward to hearing from you.

By way of some explanation, the proposed revised rules are designed to require residents to follow the CCRs requirement to use their garage for parking.  Parking rules are principally used for overnight parking, when Bay Area Patrol can check for registered vehicles and tell the Board when they are not parked in a garage as required.

This version relies on license plate numbers for registration and does not use interior or external stickers or mirror hangers, except for Guest Passes, which would be mirror hanging tags.

    These rules are no good. Although I understand the need, I do NOT agree with the solution. Too many restrictions and the fines are an insult to the homeowners here that are already struggling with the idea that they are imprisoned here with property values sooo low. If you want folks to bolt in higher numbers, this could be the solution. Just my opinion. --Terry

    As well, what if a homeowner has a 2 car garage and only 1 car. Shouldn't that homeowner have the right to store a jet ski or boat, RV or whatever they want in that extra space? It's their garage.
    This could also apply if you have 1 oversized vehicle that doesn't fit, that would leave an extra garage space if you have a 2 car garage.

    Also, only allowed one guest to park in guest parking at one time. So homeowners at Copper Hill can't ever have any friends or family get togethers at their home, where would their guests park?
    What if a home is rented by 2 girls/or guys that have boyfriends or girlfriends, will they have to take turns having their boyfriend/girlfriend over if they have only one guest pass?

    Either I'm missing something or these rules are not touching on reality for most or all people. It scares me to think that this HOA has the power to vote on something this terrible. Please folks get a clue, not everyone has your exact situation. These rules are completely silly. I guarantee, they will promote lawsuits by high numbers or folks foreclosing or short selling if passed. Remember those property values? or are they sooo bad now from the economy and the lawsuit that they no longer matter. And for the landlords on the board, do you really think you can find tenants that would accept these parking rules? I wouldn't. If passed, get ready for a vacant property.

    Also, if I have a guest that comes over for a visit and they park a few blocks down the street, I then have to tell them they need to walk all the way back to their car and place a parking pass in their car window or it may get towed? That's silly.

  4. Actually, these rules are a good start, but without enforcement, does little good (I only mention this with hopes we intend on enforcing violators). I applaud the action in moving forward with the rules and hope the enforcement follows.

    While the minutia of the guest parking is still an issue, I agree (for legitimate guests), I would support looking further into the guest issue further. If I'm not mistaken, the guest issue only becomes a problem for the homeowner if the 2nd+ (not the assigned 1st guest) guest(s) stay more than one designated night. Even then, I'm sure exceptions / prior arrangements can also be made with the board / HOA as necessary for holidays and such. We can get clarification on this topic.

    The MAIN problem we all face is the abuse of the rules by most residents regarding "over sized" vehicles. People use this as an excuse (plain and simple) to not even attempt to fit two vehicles in their garage. I am tired of people using all the available parking while their garage remains stuffed with garbage / furniture / misc. / etc. I plan on fully notifying the board of people who I know have more than 1 vehicle and the garage is used for storage and otherwise. If this is enforced, it will be an incentive for residents to actually attempt to follow the rules. If the garage units remain clear, then I can assume that a reasonable attempt was made and are neighbors in good standing.

    Let's just remain open to discussion and work through this for now.
